Previously, M. Ducharme was Director, Program Development from 2006 till Nov 2014 at the Canadian Air Transport Authority, ( CATSA) in Ottawa.

M. Ducharme also had a long and fruitful municipal carrier as Counsellor, Nov 1986-1992, and Mayor of Hull from 1992 until 2001 then Mayor of the new amalgamated city of Gatineau (Quebec) from 2002 until November 2015.

During his political carrier, M. Ducharme was elected President of the Federation of Canadian Municipalities in 2003.  He was appointed Special Advisor for the United Nations Center for Human Habitat (UNACLA) from 2000 until 2005 and Vice-President for North America at the United Cities and Local Governments.

In 2006, Mr Ducharme received from President Vicente Fox, United State of Mexico, the Aztec Eagle Medal and in 2002 and 2012, the Queen Elizabeth II Jubilee and the Diamond Jubilee Medal.
